Brazil approves 37 bookmakers for permanent licenses, enforcing new regulations for responsible gaming and financial security.

The Ministry of Finance’s Prizes and Betting Secretariat (SPA) has granted 37 permanent betting licenses, expanding the country’s regulated gambling market. Published in the Official Gazette of the Union (DOU), these licenses will be valid until December 31, 2029, with each operator required to pay a R$30 million licensing fee.

New Operators Join the Regulated Market

This development follows the formal launch of Brazil’s regulated sports betting and online gaming market on January 1, 2025. The newly authorized operators include international and local platforms such as Betano, Bet365, VBET, Sportingbet, Stake, Lottoland, Aposta Ganha, and Betsul.

With these additions, the total number of fully licensed operators has reached 37. The SPA aims to ensure that all market participants comply with national regulations and consumer protection measures.

Strengthened Betting Regulations

To maintain security and transparency, the SPA has implemented several new requirements. Licensed operators must use a “.bet.br” domain and adhere to financial transaction monitoring to prevent fraud and money laundering. Other key regulations include banning the use of credit for online betting, requiring bettor identification through CPF numbers, and implementing facial recognition for enhanced security.

These measures are designed to mitigate betting-related risks while reinforcing responsible gaming practices. The SPA has also introduced compliance standards for certification processes, making it easier for operators to meet regulatory expectations.

Public Consultation on Future Regulations

To refine industry oversight, the SPA has launched a public consultation process inviting feedback from stakeholders. The government is set to host an online hearing on February 21 to discuss adjustments for the 2025-2026 regulatory framework.

With an increasing number of licensed operators and enhanced consumer protections, Brazil’s gambling market is expected to experience structured growth. The SPA’s focus on compliance, financial security, and responsible gaming reflects the government’s commitment to a well-regulated betting environment.
