Susan Speckert appointed as first COO of Kentucky Horse Racing and Gaming Corporation

The Kentucky Horse Racing and Gaming Corporation (KHRGC) has appointed Susan Speckert as its first Chief Operating Officer (COO). Speckert will assume the role starting on August 19.

The KHRGC was established through 2024 Senate Bill 299 and assumed the responsibilities of the Kentucky Horse Racing Commission on July 1.

Most recently serving as the Commissioner of Law for the Lexington-Fayette Urban County Government, Speckert’s experience, qualifications, and knowledge of the horse racing industry led to her selection, the KHRGC said in a statement. 

Speckert previously served as General Counsel of the Kentucky Horse Racing Commission, where she was involved in all operations of the agency and was instrumental in drafting regulations related to historical horse racing.

“Susan’s commitment to and knowledge of the horse racing industry is well known,” President & CEO Jamie Eads said. “Her professional experience makes her uniquely qualified to serve as the KHRGC’s first COO.”

Susan is a well-respected attorney and community leader with the right experience and knowledge to serve in this crucial role,” Board Chair Jon Rabinowitz said. “On behalf of the Board of Directors, I welcome Susan to the team.”

A graduate of Loyola Law School, Speckert moved to Lexington in 2005 and is married to retired multiple-graded stakes winning thoroughbred trainer Christopher Speckert, a press release noted.
